  1. ICT Companies Cluster. Misiones has a base of 12 active companies that employ over 70 people and 8 passive companies that employ 29 people.
  2. Time zone aligned with the US. Strategic geographical location.
  3. Appropriate IT and telecommunication infrastructure. Misiones has a provincial NAP (Network Access Point) that is a member of the Argentine Internet Chamber (CABASE). This NAP is strategically located for IP communications. Its members can exchange traffic within the same NAP and with the remaining existing NAPs in Argentina at a federal level, without relying on external connectivity. This improves service rendering, reduces costs, and provides a framework for the exchange of contents on the web independently from multinational corporate structures.
  4. Highly competitive prices and labor costs. Programmer hourly rates are three times lower than in Brazil and two times lower than in Buenos Aires and Córdoba.
  5. Statutory framework incentivizing the sector’s development. Misiones is in the process of adhering to the Software Law.
  6. Skilled professionals. At Universidad Nacional de Misiones there are three related courses of study with 255 graduates aged 22 on average: two “IT Systems” courses of study and one “Computer Systems Analyst” course of study. There is also an “IT Master’s Degree” course with 40 participants currently. At Universidad Gaston Dachary, 68 students have graduated in an average of 14 years, pertaining to the following courses of study: IT Engineering, IT Systems, and University IT Professor Training Course.

It was created in 2004 as a regional entity that, using a network of institutional alliances, offers and promotes favorable conditions for the creation, setup, and development of academic and research institutions and companies committed to technological innovation and social responsibility.

National Big Data Observatory

A National Big Data Observatory was created, reporting to the Secretariat of Information and Communication Technologies.

There is a veritable revolution in the treatment and production of mass amounts of data, based on Internet and smart device traffic. The challenge is to develop new forms of processing data that cannot be analyzed using traditional tools or processes.

Big Data is the name given to this group of large-volume, high-speed, and/or high-variety data generated through the web and the use of smart devices, which calls for new processing forms and which will influence decision making and process optimization.

Due to the enormous development, power, and interrelation capacity of the several involved resources, Big Data allows to anticipate future events and, in some cases, predict them with a very low margin.

The National Big Data Observatory’s goals are:

  1. To study the evolution of Big Data technology in terms of the possibilities of innovation, public use, and technological, political, economic, and social benefits within a sustainable framework.
  2. To study the regulatory framework of personal data use and its relationship with the development and promotion of Big Data.
  3. To promote and create secure and sustainable Big Data public platforms for the purposes of innovation and new uses within and outside the Government.
  4. To establish exchanges with provincial and municipal Governments, SMEs, entrepreneurs, and microentrepreneurs in the implementation and use of Big Data.
  5. To analyze risks and create good practices aimed at achieving a sustainable use of Big Data.
  6. To coordinate research and development within the National Government and academic institutions, optimizing local resources.
  7. To promote the use of Big Data in public safety and the fight against crime.
  8. To prepare reports, audits, good practice compendiums, regulatory update proposals, and public-use technological platforms, among other proposals.
